Hyperliquid is introducing its HIP-3 upgrade, a significant development enabling developers to launch decentralized perpetual markets without requiring permissions. The upgrade mandates builders to stake 500,000 HYPE tokens to create new perp DEXs on HyperCore, a measure designed to safeguard users and maintain market quality.
